SABC: Head: Governance-Risk & Compliance: Legal, Governance & Regulatory: the incumbent provides strategic leadership to the Governance, Risk and Compliance Department to support the SABC in implementing and performing ongoing maintenance of the governance, risk management and compliance frameworks by leveraging people, processes and technology transformation opportunities

DUTIES AND RESPONSIBILITIES: SABC: Head: Governance-Risk & Compliance

DEVELOPMENT AND IMPLEMENTATION OF STRATEGY

  • Develop an Annual Operational plan for Governance, Risk and Compliance for the Department
  • Develop and design Business Continuity Management Strategy

BUSINESS OPERATIONAL EFFICIENCY

  • Develop and implement an Enterprise-Wide Risk Management Policy, Framework and Strategy for the SABC
  • Develop and Implement Enterprise Wide Risk Management Maturity Framework and Risk Appetite and Tolerance Framework
  • Implement relevant programs to manage mitigation plans related to identified risks
  • Implement a programme to review the risk plan of the SABC at least annually at a Strategic, Operational, Project  and Functional levels
  • Communicate and create awareness of the Enterprise Risk Management Policy, Framework and Strategy and risk management process at all levels within the Corporation
  • Manage the facilitation of and the setting of risk tolerances and guide Board
  • Develop an Internal Control Framework to ensure improvement in the SABC internal control environment
  • Ensure and facilitate BCM response during business interruption incidents
  • Develop and continuously review risk based Business Continuity Plans
  • Review Delegation of Authority Framework
  • Ensure effective and efficient  Policy management within the Corporation
  • Ensure adherence to good corporate governance practices within the Corporation

GOVERNANCE, RISK AND COMPLIANCE: SABC: Head: Governance-Risk & Compliance

  • Establishes and manage the Governance Framework
  • Facilitate the implementation of appropriate compliance processes and practices to ensure compliance obligations are well understood across the company, embedded into the business processes, monitored appropriately and subject to review at least annually
  • Oversee the development and implement of Governance, Risk and Compliance policies and Internal Control measures
  • Ensure regulatory compliance with the policies and regulatory framework
  • Report timeously to the Executive: Legal, Governance and Regulatory on all compliance and risk related incidents and perform trending analysis
  • Review and implement Risk Management Plan in line with organizational  Risk Framework (COSO Model or ISO31000)

STAKEHOLDER MANAGEMENT

  • Champion the business partner relationship constantly seeking out ways of adding further value to the business through collaboration, coaching, education and appreciation of the business priorities
  • Creating value in each customer interaction and focusing on the total customer experience
  • Explore and make recommendations on current  operational processes to the Audit, Risk Committee to streamline and improve it for better efficiency and effectiveness

LEADERSHIP AND PEOPLE MANAGEMENT

  • Effective implementation of Performance Management System in accordance with organizational policy and procedures
  • Ensure adequate staffing for workload, succession planning and effective leadership
  • Effective briefing and communication with department staff
  • Career Development Plans (CDP) for all staff members
  • Provide direction on the retention and attraction of staff

INHERENT/MINIMUM REQUIREMENTS: SABC: Head: Governance-Risk & Compliance

QUALIFICATIONS

  • Bachelor Degree (NQF 7) in Law, Risk Management, Auditing, Financial Management or related field
  • Post-Graduate qualification in the relevant fields of study will be an added advantage

EXPERIENCE

  • Minimum 10 years in the legal, risk management, assurance programs within a huge organizations, of which 5 years’ experience must be at middle managerial level

KNOWLEDGE

  • Advanced knowledge of corporate governance and compliance
  • Enterprise wide Risk Management processes
  • Sound understanding of  South Africa’s legislative framework
  • Strategic planning and design of Governance, Risk and Compliance Management
